The Objective of the Value of Import and Export in China is Excepted to Increase 10% This Year

    It has been a strategy for expanding importation in foreign trade system, so a series of measures for expanding importation during first half year will probably facilitate the speed of importing quicker than exporting. 

    The importation and exportation objects of key exporting provinces including Jiangsu, Zhejiang, and Shandong are clear meanwhile, which is also about 10%, except Guangdong province which objective is 7.3%. The total value of trade of these provinces plus Shanghai accounted for 70% in China.

    An officer in foreign trade system in Guangdong province said that the purpose of low increasing speed intended to adjust structure. It is only slow down the increasing speed; the possibility of adjusting structure is more.

    In fact, that is the very reason for the objective speed far lower than the speed calculated by analysis institutions. Analysis institutions generally calculated the speed of foreign trade for 15%-20%.

   In Dec last year, Commerce Department put forward three tasks of foreign trade in recent.

   The three tasks are maintaining of steady growth of foreign trade, balancing of trade, and promoting the quality and benefit of foreign trade.

   Some other personage estimated that according to the inertia of increasing, the real increasing speed will be 10%-15% which higher than the target value of Commerce Department and lower than the value calculated by analysis institutions.

   The 7.3% increasing object is seems low, but there is no surprise. The transformation of foreign trade is to promote common trade proportion, and guide processing manufacturers to transform and upgrade. For Guangdong province, which processing trade proportion is too high, has larger pressure than other provinces, so it's objective is more conservative.

    And the low objective also includes the judgment of Guangdong province that the foreign demand in 2011 will lower than last year because processing trade is more dependent on Europe and American market.

    Researches also show that the growth of foreign trade will face three difficulties: Unstable foreign demand, the pressure of RMB appreciation, and the increasing cost of producing.

    The policies for facilitating importation is already clear: promoting the importation of technical equipments, reducing the importation tariff of resource-based products, and at last reducing the importation tariff of goods for everyday consumption including luxuries.

    It is also disputed that expanding importation through reducing trade surplus.

    Some specialists pointed out that importation and exportation are not isolated; we need to be on guard against the common exportation being influenced.

    According to the latest data publicized by the Customs, though the China trade surplus reach 183.1 billion USD, the trade deficit of common trade reach 47.25 billion USD, which increased 9.5 times compared to 2009. The trade surplus of processing is 322.9 billion USD, which increased 22.2%, equivalently 1.76 times over total trade surplus.

    And, specialists pointed out that the better way for facilitating trade balance is to adjust and reduce processing trade.

    It is said that the recent policy of processing trade is to facilitate its transformation and promotion. First, extending domestic appreciation chain; second, pushing forward the processing trade transferring from southeast coastal areas to the central and western areas.
